Benefits for Full-Time Employees
The employees of Frank Phillips College enjoy an outstanding benefits package, one that is comprehensive and responsive to the needs of our employees.
Medical and Health Benefits:
FPC offers a comprehensive health plan administered by the Employees Retirement System of Texas (ERS). Benefits eligibility is authorized by Human Resources at the time of employment, or when qualifying events occur. Medical Coverage is effective on the 1st of the month after 60 calendar days of employment in a benefits eligible position. Supplemental benefit coverage is effective immediately - some exceptions with Life Insurance apply.
Retirement Benefits:
Eligible Full Time employees are required to participate in the State of Texas Retirement plans in lieu of Social Security. The Teachers Retirement System of Texas (TRS) is available to all eligible full time employees and the Optional Retirement Program (ORP) is available to Faculty and certain Administrators as an alternative to TRS. ORP eligible employees may choose between the two plans, but cannot actively participate in both. If you have previously been employed in an ORP position in Texas, please contact HR about your current eligibility. Additionally, FPC offers an optional 401(k) Plan. The College will match up to 4% for full-time employees. This plan is administered by Empower Retirement. For more information, visit the Empower Retirement website.
FPC does not participate in Social Security; however, employees hired after 1986 are required by law to pay the Medicare Tax of 1.45%, which is matched by the College.
Paid Leave Benefits:
Eligible Full-time employees earn vacation on the following scale:
- 0-4 Years of Service: 80 hours of Vacation per year
- 5+ Years of Service: 120 hours of Vacation per year
Eligible Full-time employees, who have been employed by the College for six months, earn one day of sick leave per month, to a maximum of 320 hours.
Eligible Full-time employees, who have been employed by the College for one year, earn three days of paid leave per academic year to conduct personal business.
FPC offers up to 25 paid holidays for full-time, benefit eligible employees which include:
- Labor Day
- Fall Break (one week)
- Winter Break (three weeks)
- Dr. Martin Luther King Jr. Day
- Spring Break (one week)
- Good Friday
- Memorial Day
- Independence Day

Short-Term Disability
- Benefits payable from event date for up to five months after certified disabled and available sick leave used or completed the 30-day waiting period, whichever is greater. Employee may draw up to 66% of monthly salary up to $6,600.
Long-Term Disability
- Benefits payable after completing the waiting period of sick leave, extended sick leave, or 180 consecutive days, whichever is greater. Employee may draw up to 60% of monthly salary up to $6,000.
- REAL APPEAL Online Weight Loss Program for HealthSelect of Texas participants. If eligible, Real Appeal is available at no additional cost; no co-pay or deductible.
- Full-time employees and their dependents are eligible for free tuition at FPC.
